這題不是 with +O_+OC的用法，只是現在分詞當形容詞（trembling）來修飾 his hands 而已。
以下兩句是一樣的意思
The homeless man stood outside the store and his hands trembling in the cold wind.
The homeless man stood outside the store, his hands trembling in the cold wind.
既然題目已經有逗號，所以答案就是 B 囉！
至於為什麼不能選 D？因為在逗號後面直接用 trembled 並沒有明確指出是誰或什麼東西在發抖，句子描述不完整，當然不能選這個答案。

The homeless man stood outside the store, his hands trembling in the cold wind.
